This release updates the SDK to [Google Play Billing Library 8.3](https://developer.android.com/google/play/billing/release-notes#8-3-0). There are no public API changes.

### Bumped minimum Android version

The minimum supported Android version is now 6.0 (API 23), up from 5.0 (API 21). Update `minSdk` in your module's `build.gradle` if it is still set lower.

### Restoring consumed one-time products is no longer available

Later v9 releases restored consumed one-time products through an unsupported Play Store service. v10 stops using it, so the SDK can't restore those purchases anymore.
